The two heads shown are from a Roto-Cast toy from the '70s that let you cast various monster heads. The one seen on the right in your picture is Dr. Jekyll; on the flip side of the bust is Mr. Hyde.

And yes, I know that Frankenstein was the doctor, and not the monster... but the term has become such common use thanks to toys and the like over the years that I don't have a problem sometimes using "Frankenstein" to refer to the monster.
